Garage Conversion ADU: Whether Yours Qualifies, and What It Costs

Converting a garage is the cheapest way to a legal ADU in California. It's also the route most likely to fail on a technicality nobody checked before the money was spent.

Can I convert my garage into an ADU?

In California, usually yes. Converting an existing garage is the cheapest route to a legal ADU because the foundation, walls, and roof already exist. Two rules make it easier than most homeowners expect: conversions aren’t subject to ADU size limits, and your city cannot require you to replace the parking you lose. Whether your specific garage works comes down to four things: the slab, the ceiling height, drainage, and your electrical panel.

Everything else on an ADU project scales with square footage. A garage conversion doesn’t, because the expensive structural work is already done and paid for. What you’re buying is the difference between a storage building and a dwelling: insulation, a floor assembly, windows, plumbing, and a code-compliant electrical system.

That difference is real, and it’s where conversions go wrong. Below is what to check before you commit.

Can your garage actually be converted?

Run this before you talk to anyone. Four of these five are things you can check yourself in twenty minutes.

1. Ceiling height. California’s residential code requires habitable space to have a ceiling height of at least 7 feet. Measure from the existing slab to the underside of the framing. Then subtract: a new floor assembly over the slab takes 2 to 4 inches, and ceiling insulation plus drywall takes another 1 to 2. A garage measuring exactly 7’0” today finishes below code. You want to see 7’6” or better on the tape before you’re comfortable.

2. Slab condition. Look for cracks wider than about a quarter inch, sections that have heaved or settled relative to each other, and evidence of water intrusion at the perimeter. A garage slab was poured for cars, not for habitable space. It’s often thinner, frequently un-insulated, and typically lacks a vapor barrier underneath. Adding a vapor barrier and an insulated floor assembly on top is the standard fix, and it’s the main reason you lose ceiling height.

3. Drainage and grade. Garage slabs are usually pitched toward the door, and the door threshold often sits at or below the surrounding grade. Water that used to run out onto the driveway now has to be dealt with, and the finished floor generally needs to sit above exterior grade. If your garage floor is lower than the driveway, budget for it.

4. Electrical panel capacity. This is the one that ambushes people. A dwelling unit needs its own circuits for a kitchen, a bathroom, heating and cooling, and possibly an EV charger. If your main service panel is 100 amps and already loaded, adding a unit may require a service upgrade, which means involving the utility rather than just your electrician. Have someone run a load calculation early.

5. Detached or attached. A detached garage is generally the cleaner conversion, with fewer fire separation requirements between the unit and the main house and an easier path to a properly private entrance. An attached garage conversion means dealing with the fire-rated assembly between the unit and the house, and it may make more sense as a junior ADU. Note that for JADU purposes, an attached garage counts as part of the single-family dwelling.

The parking rule that changed everything

For years the practical killer of garage conversions was replacement parking. You’d convert the garage, and the city would require you to build two new off-street spaces somewhere on the lot, which on a typical urban parcel is either impossible or expensive enough to kill the project.

That’s gone. Under Government Code § 66314(d)(11), a local agency may not require off-street parking spaces to be replaced when a garage, carport, covered parking structure, or uncovered parking space is demolished in conjunction with the construction of an ADU, or converted to an ADU.

Related rules worth knowing:

  • Parking requirements for the ADU itself can’t exceed one space per unit or per bedroom, whichever is less.
  • Where a space is required, it can be tandem, on the driveway.
  • Guest parking cannot be required for an ADU under any circumstances.
  • Several categories of ADU are exempt from parking requirements entirely.

If a planner tells you that you need to replace the garage parking, cite the section. Many competitor guides and some counter staff are still describing the old law.

Three of these are worth expanding.

Egress. Every bedroom needs an emergency escape opening. The standard is a net clear openable area of 5.7 square feet, with a minimum opening height of 24 inches and minimum width of 20 inches. “Net clear” means the actual hole when the window is fully open, not the rough opening and not the glass size. Cutting a new opening in a masonry or stucco wall means a header, and that means structural work.

Insulation and Title 24. California’s energy code applies to the conversion. Walls, ceiling, and often the floor need to be insulated to current standards, and the whole assembly needs documented compliance. This is not optional and it’s not a formality. Title 24 documentation is a common cause of plan check rejection.

Plumbing. You need supply, waste, and vent. The waste line has to reach the existing sewer lateral at an adequate slope, which for a detached garage at the back of a lot can mean a long trench, and occasionally a sewage ejector pump if gravity doesn’t cooperate. Get someone to locate the lateral before you design the bathroom.

What it costs

Garage conversions have the widest cost range of any ADU type, because the starting condition varies so much. A dry, well-built detached garage with a sound slab, adequate height, and a sewer lateral twenty feet away is a different project from a sagging structure with a cracked slab and a 100-amp panel.

Rather than quote a range that won’t apply to you, here are the line items that swing the number:

  • Electrical service upgrade, the largest single wildcard. If the panel needs replacing and the utility service needs upsizing, this is a five-figure item on its own.
  • Sewer connection distance. Trenching is priced by the foot, and a detached rear garage can be a long way from the lateral.
  • Slab remediation. A sound slab needs a vapor barrier and insulation. A failing one needs replacing, which erases most of the conversion’s cost advantage.
  • New openings. Each window or door cut into an existing wall needs a header and finish work.
  • Foundation upgrades. Older detached garages sometimes sit on foundations that don’t meet current requirements for a dwelling.

Fees: the part that goes in your favor

Because most garage conversions land under the thresholds, the fee picture is usually good.

  • At or below 750 square feet of interior livable space, the unit is exempt from local impact fees under Government Code § 66311.5.
  • Below 500 square feet, it’s treated as not increasing assessable space for school developer fee purposes.

A typical two-car garage runs roughly 400 to 500 square feet, which often clears both. That’s a meaningful advantage over new detached construction at 800 square feet.

Timeline

The permitting side runs on state clocks:

  • 15 business days for the city to tell you in writing whether your application is complete, with an itemized list if it isn’t. Miss it and the application is deemed complete.
  • 60 days to approve or deny a complete application.
  • 30 days if you’re using your city’s preapproved plans.

Construction time depends entirely on what the checklist above turned up. A clean conversion is a modest project. One that requires a new slab, a service upgrade, and a long sewer trench is most of a new build with a worse starting point.

What the process actually looks like

Roughly in order, with the parts people skip marked.

1. Measure and inspect. The five-point check above. Do it yourself first, then have a contractor confirm. Cost: nothing, then a walkthrough fee at most.

2. Run an electrical load calculation. This is the step people skip. An electrician calculates whether your existing service can carry another dwelling. The answer determines whether you have a modest project or a five-figure surprise, and it costs very little to find out.

3. Locate the sewer lateral. Also skipped. Find where it runs and measure the distance from your garage. Trenching is priced by the foot, and on a detached rear garage this single number can move the budget by thousands.

4. Check your city’s preapproved plans. Some jurisdictions include garage conversion plans, though many programs cover detached new construction only. Worth ten minutes before you pay for a design.

5. Design and plan set. Floor plan, elevations, structural details for any new openings, electrical and plumbing layouts, and Title 24 energy compliance. A conversion usually needs less structural work than new construction, but the Title 24 documentation is the same either way.

6. Submit. The 15 business day completeness clock starts. Get the itemised list in writing if they call it incomplete.

7. Plan check corrections. Expect at least one round. Title 24 and missing electrical load calculations are the two most common causes.

8. Permit issued, construction, inspections. Rough inspections for framing, electrical, and plumbing before you close the walls. Then final.

The order matters because steps 2 and 3 can change what you design. Running them after the plans are drawn means paying to redraw them.

Three things that get conversions rejected

Ceiling height measured wrong. People measure to the underside of the framing and forget that the finished floor comes up and the finished ceiling comes down. Measure, then subtract the assembly, then compare to 7 feet.

Title 24 documentation missing or incomplete. The energy compliance package is not a formality and it is not something to add later. It is a common cause of correction letters.

Egress that does not meet the net clear opening. A window that looks big enough often is not once you account for the frame and the sash. The requirement is 5.7 square feet of actual openable area, with minimum dimensions of 24 inches high and 20 inches wide. Measure the hole, not the glass.

When a conversion is the wrong answer

If the slab is failing, the ceiling is under 7’6” raw, and the panel needs upgrading, you are paying new-construction prices to inherit someone else’s geometry. At that point, demolishing the garage and building a purpose-designed detached unit, where you’d get up to 800 square feet by right with four-foot setbacks, is often the better project.

The conversion is cheap when the bones are good. When they aren’t, it isn’t a conversion. It’s a rebuild wearing a costume.

Do I have to replace the parking I lose?
No. California prohibits local agencies from requiring off-street parking to be replaced when a garage, carport, or covered parking structure is demolished or converted in conjunction with creating an ADU. This is Government Code § 66314(d)(11), and it removed what used to be the most common practical barrier to garage conversions.
Is there a size limit on a garage conversion?
