ADU Cost in California: What Drives the Number, and Where Budgets Break

Most cost pages give you a range and stop. Budgets don't break on construction cost. They break on the line items nobody listed.

How much does an ADU cost in California?

There is no single number, and any page that gives you one is guessing. What’s reliable is the structure of the cost: a conversion is cheapest because the shell exists, new detached construction is most expensive, and prefab sits in between with more schedule certainty. Published all-in prefab pricing from one California manufacturer runs $298,800 to $498,800 depending on size. The variables that move your number most are site conditions, not finishes.

The thing nobody leads with: the per-square-foot number goes down as the unit gets bigger, and it does so steeply.

The counterintuitive part: small is expensive

The smallest unit costs 86% more per square foot than the largest.

The reason is straightforward once stated. A kitchen, a bathroom, a water heater, an electrical panel, and a permit cost about the same whether they serve 385 square feet or 1,195. In a small unit those fixed costs are spread across almost nothing.

This matters because “build small to save money” is the most common piece of ADU advice and it’s only half true. A smaller unit costs less in total. It costs dramatically more per foot, and it rents for less and appraises for lower. If you’re building small, do it because the lot or the budget requires it, not because you think you’re getting a bargain.

Hard costs vs. soft costs

Most cost pages cover construction and stop. Construction is the part contractors quote, which is exactly why it’s the part that doesn’t surprise anyone.

Hard costs, meaning the physical building:

  • Site work, excavation, grading
  • Foundation
  • Framing, roofing, exterior finish
  • Windows and doors
  • Plumbing, electrical, HVAC rough-in
  • Insulation and drywall
  • Interior finishes, cabinets, countertops, flooring
  • Fixtures and appliances

Soft costs, meaning everything else, and where budgets actually break:

  • Architectural design or plan purchase
  • Structural engineering
  • Soils report, commonly required for new detached construction
  • Title 24 energy compliance documentation
  • Plan check and permit fees
  • School developer fees
  • Local impact fees
  • Utility connection charges, including separate water meter, sewer connection, and electrical service
  • Boundary survey
  • Construction financing costs during the build
  • Contingency

Soft costs are routinely underestimated because no one hands you an itemized list at the start. The four in bold are the usual culprits.

The two fee thresholds worth designing around

These are cliffs, not slopes, and they sit right where most people are choosing a size.

750 square feet. At or below this, your ADU is exempt from local impact fees under Government Code § 66311.5, renumbered from § 66324 by SB 543, effective January 1, 2026. Above 750, impact fees may be charged, and they’re prorated in relation to the square footage of the primary dwelling.

500 square feet. Below this, an ADU or JADU is treated as not increasing assessable space for school developer fee purposes, which generally removes school fees.

Both thresholds are step changes rather than gradual increases. A 751 square foot unit has picked up a fee category that a 749 square foot unit does not have. Gov. Code § 66311.5, renumbered from § 66324 by SB 543, effective January 1, 2026.

Impact fees vary enormously by jurisdiction, so this is a local number you need to get locally. But the structure is universal: crossing 750 square feet adds a fee category that didn’t exist at 749.

Combined with the per-square-foot curve above, this creates a sweet spot around 600 to 750 square feet: large enough that fixed costs are spread reasonably, small enough to stay fee-exempt, and big enough for a real one- or two-bedroom that rents as a proper home.

How to read a contractor’s bid

Three bids on the same project routinely come back tens of thousands of dollars apart, and the reason is almost never that one contractor is cheaper. It’s that they’ve quoted different scopes.

Read the exclusions first. Every bid has an exclusions or “not included” section, usually near the end, usually short. It is the most informative part of the document. A low bid with a long exclusions list is a high bid wearing a disguise, and the excluded items land on you at retail prices mid-project, when you have no leverage.

Items commonly excluded that you should specifically look for:

  • Permit and plan check fees, sometimes quoted as an allowance, sometimes excluded entirely
  • School and impact fees
  • Utility connection charges and the trenching to reach them
  • Electrical service or panel upgrade
  • Soils report and any foundation redesign it triggers
  • Surveying
  • Tree removal, demolition, and haul-off
  • Landscape restoration after trenching
  • Sales tax, on factory-built units

Watch the allowances. An allowance is a placeholder, such as “$8,000 for cabinets,” and if the cabinets you actually pick cost $14,000, you pay the difference. A bid stuffed with low allowances looks competitive and isn’t. Ask what each allowance assumes.

Compare like for like. Before you compare totals, normalize the three bids. Add each contractor’s exclusions back in at a realistic number, and adjust allowances to the same assumptions. The ranking often reverses.

Ask what happens when something is discovered. On a conversion especially, things will be found behind walls. What you want to know is the process: does it come to you as a written change order with a price before work proceeds, or as a line on the next invoice?

Cost by build type: what you’re actually paying for

The reason a conversion costs less than new construction isn’t finish level. It’s that entire categories of work are already done and paid for.

Two things follow from this table.

First, the wildcards are all site conditions, not design decisions. You can control the finish schedule precisely. You cannot control what the soils report says, and the soils report has a larger effect on your total.

Second, prefab trades cost certainty for site risk, not for cost. The factory portion is fixed. The site portion, meaning foundation, trenching, and crane, is where prefab quotes carry the same exposure as anyone else’s, which is why those items appear as separately-quoted exclusions on every prefab price list. What drives your number up

Site conditions, above all. These are invisible in any per-square-foot estimate and they’re where the variance lives:

  • Soil and slope. A sloping lot or poor soil means an engineered foundation. This is the most common source of change orders.
  • Distance to the sewer lateral. Trenching is priced by the foot. A detached unit at the back of a deep lot can require a long run, and occasionally a pump if gravity doesn’t work.
  • Electrical panel capacity. If your main service can’t carry another dwelling, you need a panel and possibly a service upgrade, which involves the utility.
  • Access. Whether equipment and materials can reach the build site. Narrow side yards and hillside lots cost more.
  • Tree removal or demolition. Often excluded from quotes.

Design choices:

  • Two stories, meaning stairs, structure, and lost floor area. See two-story ADUs.
  • A full kitchen versus a kitchenette
  • Separate metered utilities rather than shared
  • High-end finishes, though these matter far less than people expect against site costs

What drives it down

  • Converting instead of building. A garage conversion skips foundation, framing, and roof, which is the expensive part, and isn’t subject to ADU size limits.
  • Staying under 750 square feet. Impact fee exemption.
  • Using preapproved plans. Saves design cost, and cuts the permit decision from 60 days to 30. Every month of carrying cost is real money.
  • Keeping wet walls together. Kitchen and bathroom plumbing on a shared wall is meaningfully cheaper.
  • Single story. No stairs, simpler structure, no lost floor area.

Where budgets typically overrun

In rough order of how often they appear:

  1. The electrical service upgrade nobody priced. Discovered when someone finally runs a load calculation. Get one early.
  2. Foundation changes after the soils report, which is why the soils report should precede the design, not follow it.
  3. Utility connection distance, trenching priced per foot against a lateral nobody located first.
  4. Impact fees on a unit that crossed 750 square feet during design without anyone flagging the threshold.
  5. Sales tax on a factory-built unit, commonly excluded from advertised “all-in” prefab pricing.
  6. Schedule. Every extra month is carrying cost on construction financing.

A contingency of 10 to 20 percent is standard advice for a reason. On a conversion, where you’re discovering existing conditions as you go, lean toward the higher end.

How to get a number you can trust

Per-square-foot estimates are useful for a rough sanity check and useless for planning. To get real:

  1. Get a soils report before design if you’re building detached.
  2. Have an electrician run a load calculation on your existing panel.
  3. Locate your sewer lateral and measure the distance to your build site.
  4. Call your city and ask for the actual plan check, permit, school, and impact fee schedule for an ADU of your planned size. They have the numbers.
  5. Get three bids on the same scope, itemized, with exclusions written out explicitly. The exclusions list tells you more than the total.

That sequence costs a few thousand dollars and turns a guess into a budget. Skipping it is how the overruns above happen.

Why do ADU cost estimates vary so much?
Because the building is often the smaller variable. Site conditions such as soil, slope, distance to the sewer lateral, and electrical panel capacity can swing a project by tens of thousands, and none of them are visible in a per-square-foot figure. Two identical units on two neighboring lots can differ substantially in total cost.
Is a smaller ADU cheaper per square foot?
No, it's the opposite. A kitchen, bathroom, water heater, and electrical panel cost roughly the same whether they serve 400 square feet or 1,200. In one manufacturer's published pricing, the smallest model works out to $776 per square foot and the largest to $417. Smaller units cost less in total, but far more per foot.
What fees apply on top of construction?
Plan check and permit fees, school developer fees, and local impact fees, plus utility connection charges. Two thresholds matter: at or below 750 square feet the unit is exempt from local impact fees, and below 500 square feet school developer fees generally don't apply.
What's the cheapest way to add an ADU?
Converting existing space such as a garage, basement, or part of the house. The foundation, walls, and roof already exist, and conversions aren't subject to ADU size limits. Whether it's cheap in your case depends on the condition of what you're converting.
