How Much Does a Mother-in-Law Suite Cost in California?
Four routes to the same result, at wildly different prices. The gap between them is mostly about what already exists on your property.

What does a mother-in-law suite cost?
It depends almost entirely on which of four routes your property supports. A junior ADU carved out of the existing house is cheapest. A garage conversion is next. An attached addition costs more. A detached new build costs most, and published all-in prefab pricing from one California manufacturer runs $298,800 to $498,800 by size. The building is often not the biggest variable. A mother-in-law suite is legally an accessory dwelling unit in California, which means the cost question is really an ADU cost question. What makes it distinct is that people building for family usually want the smallest workable unit close to the house, and that combination has specific cost consequences.
The four routes, cheapest first

The junior ADU is underrated for this exact use case. Up to 500 square feet inside the existing house, an efficiency kitchen with appliances, a food prep counter, and storage cabinets, and it may share a bathroom with the main home. For a parent who needs proximity more than total independence, it delivers most of the benefit at a fraction of the cost. The legal trade-off: if it shares sanitation facilities, your city can require owner-occupancy, which is irrelevant if you already live there.

The line items most quotes leave out
This is the section worth the visit. Contractors quote construction. Nobody hands you the rest.
Soils report. Commonly required for new detached construction, and it determines your foundation design. Run it before design, not after. A report that comes back requiring an engineered foundation after the plans are drawn means redrawing them.
Plan check and permit fees. Set by your city, based on valuation and square footage. Call and ask for the actual schedule; they’ll tell you.
School developer fees. Charged per square foot. Generally don’t apply below 500 square feet.
Local impact fees. Exempt at or below 750 square feet under Government Code § 66311.5. Above that, prorated against the primary dwelling. This is frequently the largest single soft cost when it applies, and it varies enormously by jurisdiction.
Utility connections. Separate water meter if required, sewer connection, electrical service. The costs scale with distance from the existing lateral and panel, and with whether your service needs upsizing.
Title 24 energy compliance. California’s energy code documentation, plus whatever it requires you to install. Not optional, and a common cause of plan check rejection when it’s missing.
Boundary survey. Often needed to establish setbacks precisely, especially on older lots where the record is vague.
Structural engineering. Stamped calculations, required for most new construction and many conversions.
Contingency. 10 to 20 percent. On a conversion, lean high, because you’re discovering existing conditions as you go.
The two thresholds that change the math
750 square feet. At or below, exempt from local impact fees. Above, they apply.
500 square feet. Below, school developer fees generally don’t apply.
These are cliffs. An 800-square-foot unit and a 740-square-foot unit are not 60 square feet apart in cost. The larger one has picked up an entire fee category.
For a mother-in-law suite this is unusually convenient, because the unit you want is often small anyway. A comfortable one-bedroom at 600 to 700 square feet clears the impact fee threshold with room to spare.
Why small doesn’t mean cheap per foot
Worth understanding before you shrink the design to save money.
Published pricing from one prefab manufacturer works out to $776 per square foot for a 385-square-foot studio and $417 per square foot for a 1,195-square-foot three-bedroom. The kitchen, bathroom, water heater, panel, and permit cost roughly the same either way. In a small unit those fixed costs have almost nothing to spread across.
So: build small because the lot requires it, because the budget caps you, or because you want to stay under a fee threshold. Not because you think you’re buying square footage efficiently. You aren’t.
What drives your number up
- Sloping lot or poor soil, meaning an engineered foundation, the most common change order
- Long distance to the sewer lateral, with trenching priced by the foot and occasionally a pump
- Undersized electrical panel, meaning a service upgrade involving the utility
- Separate metered utilities rather than shared

- Difficult access for equipment and materials

- Using your city’s preapproved plans, which saves design cost and cuts the permit decision from 60 days to 30
- Keeping kitchen and bathroom plumbing on a shared wall

A worked example: 650 square feet, detached
Numbers vary too much by site to publish as a quote, but the shape of a budget is consistent. Here is where the money goes on a typical detached one-bedroom, as proportions rather than dollars.
Roughly two thirds is hard construction. Foundation, framing, roof, envelope, windows, interior finishes, fixtures. This is the part contractors quote and the part that surprises nobody.
Roughly one fifth is site and systems. Excavation and grading, the sewer trench, water and electrical runs, any panel or service upgrade. This is where two identical units on neighbouring lots diverge, sometimes by a lot.
The remainder is soft costs. Design or plans, structural engineering, the soils report, Title 24 documentation, plan check and permit fees, the boundary survey, and financing costs during the build.
Notice what is missing from that list: impact fees. At 650 square feet the unit is under the 750 threshold, so they do not apply. Push the same design to 800 square feet and a whole category appears.
Where the same project goes wrong:
- The soils report comes back requiring an engineered foundation, and the foundation line item doubles
- The panel cannot carry another dwelling, and a service upgrade lands on the bill along with utility coordination
- The sewer lateral is 70 feet away rather than 20, and trenching is priced per foot
- The design creeps past 750 square feet during revisions
Every one of those is knowable before you design. That is the entire argument for spending a few thousand dollars on investigation first.
Getting a real number
- Soils report, if building detached.
- Electrical load calculation on your existing panel.
- Locate the sewer lateral; measure the distance.
- Call your city for the actual fee schedule at your planned square footage.
- Three itemized bids on identical scope, and read the exclusions section first. It tells you more than the total does.
